In a bold affirmation of Lagos State’s rising global profile as an investment destination, a high-level delegation from Westpaq International LLC, Houston, Texas, an integrated energy and technology services company headquartered in Houston, Texas, and UTC Internacional, a São Paulo-based engineering and infrastructure powerhouse with over 46 years of expertise, paid a courtesy visit to Governor Babajide Sanwo-Olu at Lagos House Marina.
The delegation was led by Mr. Samuel Diminas, CEO, Westpaq International LLC, accompanied by Mr. Mauro Cruz, CEO of UTC Engineering, Westpaq International’s technical partners, along with top executives from both organizations.
While Westpaq and UTC are currently serving as major contractors on the landmark Bonga North FPSO EPC Topside Modification Project—a $5 billion deepwater development project being executed on behalf of Shell Nigeria Exploration and Production Company (SNEPCo) and regarded as Africa’s most significant offshore energy undertaking—the executives emphasized that Lagos remains a strategic launchpad for their Nigerian operations.
Mr. Diminas extended his appreciation to Governor Sanwo-Olu for fostering an enabling environment for business and innovation, lauding the administration’s commitment to infrastructure development and economic transformation.
“Though Bonga North is a national asset, Lagos is our home,” said Diminas. “The infrastructure renaissance currently unfolding under Governor Sanwo-Olu’s leadership has not only made the city globally competitive, but also positioned it as a true hub for technology, investment, and sustainable growth.”
In what signaled more than a ceremonial visit, the companies expressed strong interest in exploring strategic partnerships with Lagos State across critical sectors—including urban infrastructure, energy systems, and socio-economic development initiatives.
Governor Sanwo-Olu welcomed the delegation and reaffirmed Lagos State’s openness to high-impact collaborations that align with the state’s vision for inclusive growth, resilience, and global competitiveness.
This visit marks a significant step toward deepening public-private sector cooperation and harnessing global expertise and capital to advance Lagos’ development agenda.
